Ismat Abubaker
Chief Executive Officer
As CEO of SEE Engineering, Ismat Abubaker leads the company’s strategic growth and operations, overseeing the delivery of complex engineering and construction projects across a diverse range of sectors. With extensive experience in engineering, construction management, and large-scale project development, he plays a central role in strengthening SEE Engineering’s technical capabilities, operational excellence, and market expansion.
Under his leadership, SEE Engineering delivers multidisciplinary engineering and construction solutions that prioritize quality, safety, efficiency, and performance. Sustainability is integrated as a value-added consideration, supporting practical and future-ready outcomes without compromising execution rigor or commercial objectives.
Eng. Mahmoud Hammud
Commercial Director
Eng. Mahmoud Hammud is the Commercial Director at SEE Engineering with over 10 years of experience in commercial and operational management within the construction and engineering sector. He has played a key role in driving revenue growth, improving cost efficiency, and supporting the successful delivery of projects across the company.
Having progressed with SEE Engineering from its earlier stage as Jeet Construction, Mahmoud has been instrumental in developing the commercial function and strengthening contract and cost management practices. His leadership has contributed to enhanced profitability, improved cash flow, and sustainable business growth.
Dr. Florence Dalupang-Bueno
HR Director
Dr. Florence brings over 30 years of HR leadership experience, including 18 years in the UAE, with deep expertise in strategic HR, organizational development, talent management, and employee engagement. A PhD-qualified leader, she has played a key role in aligning people strategies with business performance, leading ISO and MOHRE inspections, and advancing inclusive, values-driven workplaces.
A strong advocate for DEIB and women’s empowerment, she is internationally recognized as a Middle East Women Leader and Global Icon Awardee and is a respected speaker and mentor across global HR and leadership platforms.
